ASSISTANCE BY THE FOREIGN DONOR’s

AUSTRAILIAN FEDERAL POLICE

In year 2010 Australian Govt. as an inaugural member of the Friends of Pakistan have provided funds to the Australian Federal Police (AFP) to implement a new Policy initiative titled “Enhancing Australia’s Law Enforcement Engagement with Pakistan”. The primary objective of this initiative is to assist in establishing a sustainable and strong Pakistani law enforcement capacity by providing help in the following disciplines.

  1. Training and mentoring to enhance the forensic capacity;
  2. The renovation, purchase, installation and validation (as necessary) of forensic infrastructure;
  3. The development (or support) and operation of the United Nation Office of Drugs and Crime computer based training program for Pakistan law enforcement.

 

In the first phase, some equipment has been donated to FSL. In order to refurbish Forensic Science Laboratory, a sum of US$ 50,000/- were also donated as a token of goodwill gesture.

 

To impart training to FSL expert in Australia, a schedule of training highlighting the specific fields /courses has been sent for the calendar year 2011-14. In this regard more than 12 experts are trained (foreign and inland)  in different forensic disciplines i.e. Finger Print Enhancement, Handwriting Examination, Laboratory Management, Computer Forensic, Digital Forensic and   Fire Arms Tool Mark Examination and vehicle identification.

 

  UNDP

In 2012 the UNDP launched a project to fulfill the emerging needs of the citizens and the state agencies after crises in the region of Malakand, UNDP in consultation with all stakeholders launched “Strengthening Rule of Law in Malakand (SRLM) Project” for the duration of three years (August 2011- July 2014) with a total cost of US $ 15 million. The project is geographically focus on seven districts of Malakand Division including Swat, Malakand, Dir Upper, Dir Lower, Buner, Shangla and Chitral. The outputs of SRLM include (a) strengthening of judiciary (b) improving access to justice and legal prosecution.  For overall supervision, strategic guidance and oversight, Project review Board (PrB) has been constituted which is co-chaired by the Additional Chief Secretary, Government of Khyber Pakhtunkhwa and Deputy Director (programme) UNDP. The PRB is represented by Peshawar High Court, P&D, Home, Local Government, Law and Police Departments, Economic Affairs Division (GOP), Bar Association and Civil society/ NGO.

To establish a laboratory like PFSA in KPK may be a herculean task given the ground realities in terms of financial and human resources, however, to start with a small project, it is a best model for guidance. The project, doubtless to say, will serve the best interest of all KPK stakeholders and all possible support may be extended to the UNDP. In order to accomplish the project, the project has three major components i.e. equipment, building for the laboratory and training of the experts.

The UNDP should exclusively provide all the basic and necessary equipment for the laboratory in Swat. The RPO Malakand already has been provide the building for the laboratory at the initial stage of the project. The training component should be handled by the FSL Peshawar; some suitable and willing Police officers having science background are selected by the RPO Malakand to perform the duties in FSL Swat.

 

NARCOTICS AFFAIRS SECTION (N.A.S)

Narcotics Affairs Section (N.A.S) US Embassy in mid 2010 provided number of equipment to KP Police as per the bilateral agreement between the United States Government (USG) and Government of Pakistan (GOP). In this connection Six computer were received by FSL Peshawar. 

 

BRITISH HIGH COMMISION

In year 2015 the BHC through DFID has launched a mega project new Policy initiative titled “Peace Building initiative for Khyber Pakhtunkhwa Project (DFID)”. The primary objective of this initiative is to assist in establishing a sustainable forensic services and strong law enforcement capacity.

  1.   Renovation/ Refurbishment of FSL Peshawar as Per international standards.

  2.   In Phase-I Director office, QA manager office, Fingerprint criminal record room, Chemical Section, Reception office and Vehicular examination Area of FSL has been renovated/ refurbished. In order to refurbish Forensic Science Laboratory, a sum of GBP 80,000/- were released by DFID through Coffey International Limited in August 2016.

  3. In Phase II Training Hall of IFS, Fingerprint Section, Questioned Documents section, Forensic Photography and Explosive section of FSL Peshawar has been renovated/ refurbished. In order to refurbish Forensic Science Laboratory, a sum of GBP 70,000/- were released by DFID through Coffey International Limited in June 2017.

  4. Provision of New standard Forensic Packaging Materials to FSL Peshawar, CTD and BDS units and Crime Scene Mobile Vans of five districts of Kp Police amounting to GBP40,000/-
